A year ago this June, Houston was devastated by the costliest
and deadliest tropical storm in U.S. history. Allison left about
37 inches of rain, killed 22 people, and made lakes and raging

Through
the Federal Emergency Management Agency (FEMA) and the Harris
County Flood Control District (HCFCD), Baseline Corporation, a
subsidiary of Binkley & Barfield, Inc., is helping to mitigate
future flooding problems in Harris County. Baseline was contracted
for their professional surveying services on this hydraulic modeling
and flood hazard re-mapping project, Baseline surveyed almost
200 cross sections on approximately 40 miles of Cedar Bayou in
eastern Harris County.

a quality project in both a timely and cost-effective manner despite
working in the most difficult terrain in the country," says
Michael DelCharco, P.E., the Director of Hydrology and Hydraulics
for Taylor Engineering. "Baseline's leadership, professionalism,
commitment to the project, and use of innovative and creative
methods, helped solve difficult surveying issues."
This
project, FEMA's largest flood hazard mitigation project to date,
required adherence to strict protocols and schedules.
